Caitlin (she/her) leads North Star’s vision and strategy to create dynamic and collaborative spaces where civic leaders can develop visionary solutions to complex public interest problems.
Caitlin partnered with Stan Amy, Christy Eugenis and Jim Kelly to establish North Star in 2015. Prior to launching North Star, Caitlin served as an independent strategy and communications consultant, focused on bringing independent analysis and outcomes-focused problem solving to intractable public-interest issues – from assessing the economic impacts of the Columbia River Crossing project to investigating changes in campaign contributions in Oregon legislative races. Her clients included 1000 Friends of Oregon, Portland Parks and Recreation, David Douglas School District, Family Forward Oregon, The Flawless Foundation, small businesses and political campaigns.
In 2002, Caitlin helped found Oregon’s youth civic engagement organization, Next Up (founded as the Bus Project), where she served as executive director from 2011-2013. After years of managing youth-focused voter registration drives, Caitlin led the Bus Project team that developed the policy, campaign plan and coalition to win Automatic Voter Registration, making voter registration in Oregon nearly universal when it passed in March 2015 under the leadership of Gov. Kate Brown.
Caitlin serves on the boards of Oregon Ranked Choice Voting, Oregon Donor Alliance and The Putney School. She has served on the founding boards of The Mother PAC, Oregon Voice, and Portland United for Change. She has also served on the boards of the Family Forward Oregon, Portland Housing Center, and the City Club of Portland.
